Gov. Rick Scott on Monday declared a state of emergency in Alachua County three days ahead of a scheduled speech at the University of Florida campus in Gainesville by the white nationalist Richard Spencer, in order to free up resources to prepare for possible violence. Scott said in the order there was a need to implement a coordinated security plan among local and state agencies.
